Elaine's journey began as a Probation Officer, working for the Ministry of Community Development, which is now known as the Ministry of Social and Family Development. Her career has been diverse, spanning roles in residential rehabilitation, family and child welfare, policy planning, capability building, and programme development. Currently, Elaine is the Director of Service Planning in the Services Group, overseeing the service planning and strategy for the social sector.
