Zoe Tee
Deputy Head, Youth Department,

Fei Yue Community Services
Zoe leads the Integrated Service Provider (ISP) team and is actively involved in macro social work relating to NEETs in Singapore.
Previously, Zoe was involved in portfolios in the Ministry of Social and Family Development relating to youths at-risk and those in-risk situations.
She worked as a probation officer and was subsequently involved in indirect social work practice such as operational policies relating to child welfare such as the Family Guidance Order.
Rachel Loh

Rachel is the clinical head of Youth GO! where she trains a team of 21 street outreach workers in reaching out to youths that hang out on the streets, and providing casework and counselling to youths and their families.
She also supports her colleagues to develop positive youth development programmes for youths at-risk, such as sports and animal-assisted programmes. Rachel believes that youths could shine if they are given opportunities and guidance to discover their goals and potential.
Eric Sng
Assistant Director,
SHINE Children & Youth Services
Eric is currently overseeing youth mental health and volunteerism capability at SHINE. His professional interests include service innovations, practice development, training and supervision, research and social work education.
His recent endeavours include leading teams to enhance mental health service delivery through technology. This includes piloting a peer- supporting programme for youths at-risk of or engaging in non-suicidal self-injury, and an animal-assisted care programme to improve help-seeking behaviours and therapeutic alliance.
Lyon Koh

Lyon’s work includes outreach and psychoeducation efforts to promote help-seeking behaviors and tackle stigma. It also involves early intervention efforts and support for youths and caregivers.
Previously, she has worked at Family Service Centres and a Transitional Shelter, where she supported individuals and families struggling with various social issues.
Lyon is passionate in strengthening mental and emotional well-being of youths; developing and supporting them to maximise their potential, and empowering their families in this process. Lyon was also the recipient of the Promising Social Worker Award 2020.
Gerald Zeng
Senior Assistant Director,
National Council of Social Service
(NCSS)
Gerald oversees a team that manages programmes targeted at caregivers and persons with mental health conditions.
The team is also involved in Beyond the Label, an initiative launched by NCSS to address and reduce the stigma associated with mental health in Singapore.
He has previous experience in research at both NCSS and the Ministry of Social and Family Development.
Benedict Ho

Benedict oversees teams that manage programmes targeted at disadvantaged children, youth and families.
He has over 15 years of experience in the social sector, spanning policy formulation, implementation, research, programme planning and management in a variety of issues such as rehabilitation and protection, disability, social assistance, multi-stressed families, marriage and parenting as well as special education.
Knowledge Sharing Session
On 24 September 2024, a Knowledge Sharing Session was held via Zoom, delving into the topic of empowering youths in need.
The session was moderated by Asher Low, Executive Director of Limitless, with insights from Eric Sng, Assistant Director at SHINE Children & Youth Services, Ivy Tse, CEO of Halogen Foundation Singapore, and Benjamin Yeo, Lead Social Worker and Assistant Director of the Youth Department at Fei Yue Community Services.
